Rather than creating a validation formula you can handle it through eligibility profile. You create an eligibility profile such that only employees who have completed probation period are eligible for the absence type.

Compensation start date formula can’t be used for individual compensation plans as there is no option to attach formula with Payment Start Date field in ICP.
You get some option to control element start date from filed Payment Start Date but there is no provision to attach any kind of formulas.
You can open an ICP and click on Dates tab to sinf filed Payment Start Date.
