I was able to create a Dependent time attribute finally. The problem I faced was whenever I tried to add the Dependent attribute, it was not getting populated.
In order to get populated, we have to create those attributes in the Calculation Value Definition Page.
I created the attributes in that CVD page and ran Generate Data Dictionary process, then I those attributes got populated and I was able to add the Dependent time attributes.

I haven’t created any eligibility for that element, it has open eligibility. And one of my colleagues who is a Payroll lead asked me to change the effective start date of the US taxation element as my Pay period begin date.
Now the challenge here is, I am unable to chage the effective start date of the US Taxation element.
